Anguilla attended the recently concluded 25th annual Committee meeting of the Caribbean Memorandum of Understanding on Port State Control (CMOU), on 28th – 29th of October 2020, which was held virtually.
The meeting was attended by nineteen of the twenty member States; the Associate Member State of the BVI, the observer States of Anguilla, the Commonwealth of Dominica, and the Turks and Caicos Islands. In addition, the Regional Maritime Advisor of the IMO and representatives from the United States Coast Guard, the PMOU, the IOMOU, the Abuja MOU, and the Riyadh MOU were in attendance.
At this annual Committee meeting, Anguilla had its application approved unanimously for associate membership. Anguilla now joins the British Virgin Islands as the second Associate Member State.
The Hon Minister responsible for Maritime Affairs, Mr. Haydn Hughes said: “It is rewarding to see that Anguilla has finally joined the ranks of CMOU, which further set standards to abide with the International Maritime Organisation’s (IMO) conventions, while the applicability of invaluable measures of member states, with special emphasis placed on training, certification, manning guidelines, inspections, and surveyors guidelines.”
In addition to the increase in Membership of the CMO, the CPSCC 25 approved the revised
Guidelines to the BWM, the Guidelines of the MARPOL Annex VI, the CCSS Code Rev. 6, revised Selection Criteria for External Training, the Policy for Technical Assistance, Member States Gap Analysis form and a Grants and Contribution Policy for the CMOU.
Lastly, members were given the opportunity to inform on matters related to COVID-19. In general, Member States advised on the precautions that they are taking with respect to the physical inspections of vessels entering their ports – along with the measures that they are implementing to facilitate crews.
