Mr Kenn Banks Appointed Executive Director Public Utilities Commission (PUC)

The Public Utilities Commission (PUC) announces the appointment of Mr Kenn Banks, OBE, as its new Executive Director. Mr Banks, a former Permanent Secretary in the Ministry of Infrastructure from 1995 to 2006, was the driving force in the liberalisation of the Telecommunications sector in Anguilla, this included the establishment of the PUC, and the creation of the laws that now govern the Sector.

As a senior manager in the Anguilla Public Service for over twenty-five years he is equipped with knowledge of the implementation of strategic and operating plans, and programmes. He led the transformation process of the Ministry of Infrastructure that included changes in the administrative arrangements in the delivery of several services such as: roads and buildings construction and maintenance; water production; and the creation of new government policies for the delivery of water, transportation, and fire and rescue services in Anguilla.

Since his retirement from the Public Service in 2006 he has served in various roles including: Chairman of the Water Corporation; Chairman of the Anguilla Air and Sea Ports Authority; and as a Director of ANGLEC. He is an Accredited Director, by Institute of Chartered Secretaries and Administrators (ICSA).

Mr Banks has being engaged as part of a consultancy team on intuitional reform, in particular job design and evaluation, for various public sector agencies. A Civil Engineer by training, he has functioned as a court appointed expert on building construction disputes and as project manager on various commercial buildings.

In commenting on his appointment Mr Banks said: “I am thankful to the Commission for the opportunity given to me to serve. I am totally committed to the continued development of the PUC and will promote its expansion to regulate all public utilities in Anguilla. This I see as the continuation of an important transformational development in Anguilla that begun under my tenure in the Public Service and it needs to be sustained.”

Chairman of the PUC, Mr Colville Petty, said: “I am pleased to have Mr Banks on board to take up this appointment that was vacant for over one year. I look forward to working with him to continue to build the image of the PUC and to develop and strengthen the human and social capital and the capacity of the organisation.”
