<p>A new initiative is transforming the Caribbean business landscape. The Green Business Training Programme, led by Dawn P. Reid from Anguilla and Nuravni S. Sallons from Suriname, is equipping small and medium-sized enterprises (SMEs) with the tools to integrate sustainability into their operations and thrive in a rapidly evolving green economy.</p>
<p>Endorsed by the International Training Centre of the International Labour Organization (ITC ILO), and supported by global partners including GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) Ministry for the Environment, Nature Conservation and Nuclear Safety, and the United Nations Environment Programme (UNEP), the programme underscores a strong commitment to sustainable business growth across the region.</p>
<p>The inaugural training provided the opportunity for 20 SME owners and entrepreneurs from diverse sectors and islands, including Suriname, Anguilla, Guyana, St. Lucia, Grenada and St. Vincent &amp; the Grenadines. Participants represent industries ranging from hospitality and tourism to food processing, content creation, marketing, eco-retreats, accessories, and beauty products—each dedicated to adopt innovative green practices.</p>
<p>The six-week programme, which began on 29 October and runs through December, provides hands-on training designed to enhance operational efficiency, reduce environmental impact, and open doors to new markets. By equipping SMEs with practical tools for sustainability, the initiative demonstrates that the Caribbean can be a leader in green business innovation.</p>
<p>“This programme has been immensely rewarding, and engaging with such a diverse group of Caribbean SMEs has been truly inspiring. As environmental and climate issues continue to intensify, rethinking how we do business becomes essential. This course provides the insights needed to support that shift toward a more sustainable future. Networking is at the heart of this programme; it allows businesses to share opportunities, tackle challenges collectively, and thrive. Our goal is to train minimally 100 small &amp; medium-sized enterprises in the Caribbean, and create a dynamic regional network that unlocks international sustainable opportunities” &#8211; Nuravni S. <p>The programme aligns closely with global developments in climate action, conservation, and biodiversity, including discussions from COP30 and other international initiatives. It emphasizes the importance for businesses to align with the Sustainable Development Goals (SDGs) and integrate sustainable practices into their core strategies.</p>
<p>“Climate change is very real to us within the region, from catastrophic hurricanes to extreme temperatures to flooding. Sustainability, therefore, must not be a foreign concept to our everyday life. We must equip SMEs within the Caribbean, with the knowledge, skills, attitudes and competencies necessary to not only survive but to thrive and to take advantage of any opportunities that emerge while navigating climate change. This training will provide the tools and approaches that can support aspects of Green Business and that can be implemented within the Caribbean context. The intention is to build a community of Green SMEs within the Caribbean, through which ideas can be exchanged. It is about creating a network of support for Caribbean SMEs to become Green Businesses.” &#8211; Dawn P. Reid</p>
<p>Looking ahead, the programme aims to train 100 SMEs across the Caribbean and to foster a network of sustainability-driven businesses. This network will allow participants to share knowledge, collaborate on solutions, and build long-term connections that support growth and innovation.</p>
<p>“I didn’t expect to enjoy this course as much as I am, but it has been fantastic. The sessions are interactive, engaging, and very easy to follow. <p>By bridging knowledge, leadership, and collaboration, the programme positions Caribbean businesses to not only greenify their operations but also emerge as market leaders in sustainability, inspiring a new generation of environmentally conscious entrepreneurs.</p>

<p>On the evening of Thursday November 30, 2023, an appreciative crowd of members and friends gathered at the Ebenezer Methodist Church for a service of thanksgiving and celebration in honour of Rev. Vincia Celestine, Superintendent Minister of the Methodist Church Anguilla Circuit, and the first female to serve in this capacity in the Anguilla Circuit.</p>
<p>Rev. Celestine who hails from Dominica has been serving the Methodist Church since 1993 after completing studies at the United Theological College of the West Indies (UTCWI). She was ordained in the Diaconate Ministry in 1996 and as an Itinerant Presbyter in 2005.<br />
During her 30 years, Rev. Celestine served in the following Circuits/Districts in the MCCA:-<br />
• 1993-2004 – Guyana District<br />
• 2004-2008 – Dominica Circuit<br />
• 2008-2015 – Guadeloupe Mission<br />
• 2015 – 2021 – St. Eustatius Circuit<br />
• 2021-2023 (Present) – Anguilla Circuit</p>
<p>The service held in her honour was chaired by Sis. Simone Connor a Congregation Steward in the Maranatha Congregation. Rev. Wilmoth Hodge, Chairman Anguilla Christian Council, Pastor Phillip Gumbs; Chairman Anguilla Evangelical Association and Maria Hughes, Circuit Steward Anguilla Circuit, brought greetings and congratulatory remarks. Family members in Dominica also presented video tributes.</p>
<p>In addition, sharing in the service were Rev. Candis Niles who led the Opening Prayers. Sis Lylith Mussington and members of the Praise team led praise and worship with musical accompaniment by Bro. Lennox Vanterpool and other musicians from the Circuit.<br />
Bro. Leeford Gumbs of the Ebenezer Congregation directed and produced a video reflection of the Reverend’s 30 years of ministry in which she shared an account of her life, ministry and plans for the future.</p>
<p>Bro. Lindsay K. Richardson presented the message for the evening in which he focused on the work a Minister is engaged in. He noted that it is be rewarding, it can be overwhelming at times. He encouraged Rev. Celestine to take care of herself and not allow the work to burn her out. He shared candidly his experiences as a Minister who served in other countries. He also encouraged members to pray for their Ministers and to reach out in love and concern for them as they are humans first.</p>
<p>Circuit Stewards, Maria Hughes and Bro Valentine Banks presented Rev. Celestine with a bouquet of flowers and a plaque.<br />
In her response, Rev. Celestine expressed appreciation to God for his goodness towards her over her years of Ministry. She paid homage to her parents and enablers who have gone on who encouraged her during her studies and years of ministry. She also expressed thanks to those who planned the service in celebration of her years of ministry.</p>

<p>Ms. Marva Smith, an enthusiastic advocate for voluntary assistance, has embraced an exciting new role as the Games Committee Chair of the Regional Guild Executive within The UWI Global Campus. This appointment came as a result of a regional bi-election held in June 2023 and promises to be a remarkable opportunity to acquire and develop fresh leadership skills that will not only prepare Ms. Smith to serve her local and regional student community with excellence, but also shape a promising future.</p>
<p>This appointment was marked by a Regional Executive Retreat and Induction Ceremony where Ms. Smith received the opportunity to travel to The University of the West Indies Regional Headquarters in Mona, Jamaica in July 2023. This transformative experience saw the coming together of students from various islands and territories across the region who had the privilege of staying in student accommodations &#8211; a unique experience given their status as online students, for whom such an opportunity would typically be out of reach.</p>
<p>Over the course of the five-day period, these student leaders engaged in a variety of preparatory sessions which would serve to develop their leadership capacity for the upcoming academic year.</p>
<p>The Retreat commenced with a thought-provoking Leadership Seminar hosted by the esteemed past Principal of The UWI Global Campus (formerly Open Campus), Dr. Luz Longsworth, aptly titled &#8220;Navigating Leadership”. Dr. Longsworth shared profound insights, emphasising that &#8220;Leadership is intentional; you have to study it.&#8221; The seminar left attendees thirsting for more, with Dr. Longsworth&#8217;s wisdom promising to be a guiding force in their leadership journeys.</p>
<p>The second day was a momentous occasion &#8211; the induction ceremony &#8211; was greeted with cheers from Guild Office Manager, Mrs. Nickel Abraham who also served as the Master of Ceremonies. The event witnessed the participation of prominent figures throughout The UWI, including The UWI Global Campus Registrar, Ms. Althea Gordon. Special remarks were delivered by Dr. Emily Dick-Forde, Deputy Principal of the Global Campus, on behalf of Dr. Francis Severin, Pro Vice-Chancellor and Principal of The UWI Global Campus. The keynote address was delivered by Mr. Timothy Roper, Faculty of Law Representative from The UWI Cave Hill Guild of Students Executive. The event also featured a musical selection by Mr. Mickel Besson, President of the Cave Hill Guild of Students Executive, culminating in the presentation of certificates by Mrs. Alecia Walters-Archie, Assistant Registrar, Student Support and Services.</p>
<p>The third day saw the provision of a platform for all participants to present their portfolios, share their perspectives, and explore collaborative ways to fortify the Guild Executives&#8217; tenure for Academic Year 2023/2024 &#8211; a vital step toward achieving a more unified and effective leadership team and wider student community.</p>
<p>The fourth and final day saw the conclusion of this retreat with a meeting with the Campus Registrar to deliberate on the planning for the Guild Calendar of Events, the special Annual General Meeting, and the Revision and Completion of the Global Budget. These discussions were pivotal in shaping the organisation&#8217;s future direction.<br />
The retreat proved imperative, fostering a deeper understanding of participants&#8217; personalities and cultures, while providing the privilege of connecting with peers on a profound and personal level. Ms. Smith expressed heartfelt gratitude for the opportunity to attend the Regional Guild Retreat in Jamaica.</p>
<p>The Guild of Students is a student association comprising all registered students of The University of the West Indies. All registered students of the UWI are automatically members of the Guild of Students and if desired, can serve on their local Chapter Executive. Its Regional Executive Body, otherwise referred to as The Guild Council, comprises nominated Chapter Chairs which hail from the various territories where The UWI Global Campus holds a presence. The Guild Council is the recognised means through which communication between the students as a body, and the authorities of the university takes place. Toward the end of each Academic Year, students are elected by the rest of the student body to serve on the Guild Council.</p>

<p>Heads of Government from United Kingdom (UK) Overseas Territories (OT) in the Caribbean met recently (29 July) to discuss issues of mutual importance and agree on actions to address shared challenges. The meeting, chaired by Premier of the Cayman Islands, Hon. Wayne Panton, was held in Miami, Florida.<br />
The packed agenda covered a wide range of topics of interest to the territories including improved engagement and information sharing between Caribbean OTs, beneficial ownership, representation at international forums and the United Kingdom’s relationship with its Overseas Territories. Opportunities were explored to foster greater awareness among the territories of the shared historical and heritage links especially through youth, sports and cultural exchanges.</p>
<p>The meeting was also used to prepare for the next Joint Ministerial Conference in November 2023, as well as to discuss Overseas Territories participation in the upcoming United Nations Climate Conference (COP28) and other similar forums.</p>

<p>In attendance were Premier of the Turks and Caicos Islands, Hon. Charles Misick; Premier of the British Virgin Islands, Hon. Dr Natalio Wheatley; Premier of Anguilla, Hon. Dr. Ellis Webster; Deputy Premier of Bermuda, Hon. Walter Roban as well as Cayman Islands Minister for Youth, Sports, Culture and Heritage, Hon Bernie Bush. Premier of Montserrat, Hon. Joseph Taylor-Farrell participated in the meeting virtually.</p>
<p>Additionally, several senior officials and civil servants from the respective Overseas Territories joined the session.</p>
<p>In underscoring the importance of the meeting of Heads of Government, Premier Panton noted his gratitude to his counterparts for their willingness to participate in the important discussions. “Our respective Overseas Territories find themselves at a critical juncture. While we welcome the increased levels of engagement and interest in the Overseas Territories that is now emanating from the UK, it is important that we come together as a regional group to share our observations and experiences. The weekend’s successful meetings not only reaffirmed the strong spirit of friendship and partnership between the Caribbean OTs but reminded us of our similar priorities and challenges due to our geographical and cultural ties. It is therefore critical to exchange ideas and agree joint positions on solutions wherever possible,” he emphasised.</p>

<p>Earlier this year, Premier Panton, other Overseas Territories and United Kingdom Ministers participated in the Joint Ministerial Council in London to discuss issues aimed to promote the security and good governance of the territories, sustainable development, economic and social progress and to agree priorities, develop plans and review implementation.</p>

<p>Over the past two weeks, a contingent of scouts from the island of St. Kitts were in Anguilla. The thirty-two males and one female are all students of the Verchild’s High School, and they were led by Pastor Clive Saunders, Senior Pastor of the Unique Touch Christian Centre Ministries in St. Kitts.</p>
<p>During their stay in Anguilla, the scouts boarded at the Omololu International School site where they were provided with ample and convenient accommodation.</p>
<p>The group engaged themselves in community services while on island, including a cleanup effort involving the collection of garbage from the roadsides of The Farrington area up to Sandy Hill and along the Sandy Hill Beach.</p>
<p>In addition, some of the scouts were able to participate in a course of training in canine dog behaviour and operations, sponsored by Sheriff Security Services. This course came complete with a test that was undertaken by the participating scouts.</p>
<p>“I have been voluntarily engaged in scout leadership for the past twenty-five years,” Pastor Saunders said. “I have trained quite a number of young men and young women in the skills of scouting, preparing them to take on more constructive and meaningful roles in society.”</p>
<p>He said he particularly places emphasis on training the youngsters in being prepared to handle just about every facet of life, in sync with the scout’s motto, “Be Prepared”, which was coined by the founder of scouting, Robert Baden-Powell in 1907.</p>
<p>He noted that the camp had gotten off to a somewhat rocky start due to an altercation between some of the scouts and a couple locals. “However, it worked out well,” he said. “We were able to manage this hurdle and overcome it, and those who were involved willingly apologized to us. Our training on being prepared boded well for the scouts in this instance, as they were in a position to ‘be prepared’ to handle such conflict.”</p>
<p>When asked how the scouts evaluated their visit to the island, the Pastor said: “The group is extremely enthusiastic about their activities here. They were excited about the cleanup drive, and they are even more enthused about their canine training.”</p>
<p>“Apart from this,” he said, “they do enjoy their in-house chores as well. This gives them an opportunity to serve each other. They are divided into groups which take turns to cook, clean and wash. It’s like regular camp life for them, and they enjoy it. Some of them even pose as security officers for the compound especially during certain periods of the night. It is a learning experience for them all.”</p>
<p>Mr. Saunders noted that this is not the first time he has been directing a camp in Anguilla. He said he has been in charge of scout camps here several times before. What makes it even more convenient for him, he observed, is that he has very close relatives who reside on the island. He has also conducted annual camps in St. Martin, Tortola and Antigua.<br />
Mr. Saunders wishes to thank everyone who contributed to this year’s camp. In particular, he expressed gratitude to the Principal and Staff of the Omololu International School, Mrs. Maxine Herbert-Duggins of Best Buy, Mr. Kyle Hodge of Tropical Treats, Tropical Distributors and the Anguilla Scouts Association among others.</p>

<p>Two of the school leaders from the Albena Lake-Hodge Comprehensive School, Principal Mrs. Rita Celestine-Carty and Deputy Principal, Mr. Perry Richardson, attended the 29th biennial Conference of the Caribbean Association of Principals of Secondary Schools (CAPSS) held in Barbados from the 24 &#8211; 29th July under the theme: Resilience in Caribbean Education: Reimagining, Retooling and Recovering.</p>
<p>The Conference convened one hundred (100) delegates from ten (10) different Caribbean territories from Belize through Dominica. to Trinidad and Tobago.</p>
<p>The Formal Opening Ceremony was held under the patronage of the President and Prime Minister of Barbados. The Honourable Prime Minister Mia Amor Mottley delivered the keynote address and offered sound insights on the implications of reimagining Caribbean education.<br />
The succeeding formal sessions included presentations by CARICOM personnel, the CXC Registrar and Dr. Freedom Cheteni of Research.University. Research developed within the CAPSS family was also presented at the forum. In addition, several sessions focused on promoting health and well-being among school leaders and in their school communities.<br />
There was considerable focus on the use of productivity tools by school leaders as well as the implications for the integration of artificial intelligence (AI) and augmented reality in the secondary school experience. Cultural and social interactions were also planned including a Cultural Evening where delegates regaled each other with presentations from their various territories.</p>
<p>The Awards Ceremony held at Frank Collymore Hall under the patronage of Dame Sandra Mason, the President of Barbados, brought the Conference to a close.</p>
<p>Mrs. Carty and Mr. Richardson are deeply satisfied to have benefited from the experience of CAPSS 2023 and the opportunity to share with and learn from and with their colleagues across the Caribbean Region. They are grateful to the Department and Ministry of Education for facilitating their participation. The ALHCS will certainly benefit from the enhanced networking among this group of professionals.</p>
<p>The next biennial CAPSS Conference will be held in Grenada in 2025.</p>

<p>On Thursday, May 25, 2023, Chairperson for the Royal Anguilla Police Welfare Association, Inspector Vydia Harrigan, signed the Memorandum of Understanding (MOU) of the Caribbean Federation of Police Welfare Associations (CFPWA).<br />
This memorandum is to ensure sound and mutually beneficial working relations between the Royal Anguilla Police Welfare Association and the CFPWA. This MOU acts as a guide, setting guidelines and parameters for membership.<br />
The Welfare Associations and Federations around the region met under the theme &#8220;Building and Sustaining Police Officers&#8217; Welfare in the Caribbean for Better Societies Across the Region&#8221; from May 24th–26th, 2023, at the Bel Jou Hotel, St. Lucia.<br />
Among the items discussed were sexual harassment in the workplace, working conditions, proper compensation for Police officers, a lack of proper protective equipment, and a 40-hour work week. We noted the many welfare challenges being faced by our members, and we are working collaboratively to improve welfare across the region. The CFPWA will also look to finalise the Representative Training Programme to certify Welfare Representatives across the region; this training is intended to improve the quality of representation.<br />
We are happy to have the Anguilla Police Welfare Association on board as we work to strengthen the regional police welfare body and advocate for better conditions for our police officers.</p>

<p>The service which took place on Wednesday 31st May, 2023, on the Visitation of the Blessed Virgin Mary at St. George Anglican Church in the parish of St. George, Nevis, was presided over by the Right Reverend Ernest Flemming Bishop of the Diocese of the North Eastern Caribbean and Aruba.</p>
<p>In addition to other senior clergy from across the Diocese, Deputy Governor General of St. Kitts Nevis Her Honour Mrs. IHyleta Liburd and Mr. Liburd, Premier the Honorable Dr. Mark Brantley, Deputy Premier Hon. Eric Evelyn, other members of the Nevis Island Administration, members of the congregations of St George and St John Anglican Churches as well as other members of the Anglican communion in St Kitts and Nevis, the Christian Council and Evangelical Association were present.</p>
<p>Members of his family and a contingent from the Anglican Church in Anguilla and other well-wishers also attended the service.</p>
<p>The two and a half hours service mixed with hymns and liturgy saw Chrispen, who was ordained a Deacon in Anguilla on 21st August, 2022, being examined by the Bishop, laid prostrate while a litany was chanted, being vested and the hands of all ordained clergy laid on him and finally the Bishop presenting him to the congregation as Reverend Father Chrispen Gumbs.</p>
<p>The lessons during the service were read by his sisters Andrea and Yolander Gumbs while the inspiring message based on the Magnificate was delivered by Canon Reid Simon parish priest of St. Mary with St. Augustine’s and St. Andrew in Anguilla.</p>
<p>In his message Canon Simon encouraged the newly minted Father to use the Magnificate as guide for his ministry going forward where his soul continuously magnifies the Lord.<br />
“You should become Christ to others&#8230;….use the Magnificat to usher in God&#8217;s kingdom&#8230;and to persevere always even though there is opposition to the message of God&#8217;s kingdom in Christ,” Canon Simon implored. “Use it to ensure that those who are on the fringes of society, the outcast and the down trodden are brought into the family of God.”</p>
<p>There was also a rendition by the combined choirs of the parishes of St George and St. John where the Reverend Father Chrispen Gumbs is the Priest in Residence.</p>
<p>Following the service, attendees were treated to warm pumpkin soup and an array of snacks.</p>
<p>Reverend Father Chrispen Gumbs is the son of the deceased Mr. Alfred “Albert” Gumbs and Mrs. Wilhelmina Gumbs of East End, Anguilla and the husband of Mrs. Dianne Gumbs. They have two sons, Damarai and Deandre Gumbs.</p>
<p>Reverend Father Gumbs described the service as a truly humbling experience for him and expressed his gratitude to all who came from near and far to affirm him and celebrate the occasion with him.</p>
<p>What he found even more humbling was the opportunity to pronounce blessings on some of those present beginning with the Bishop of the Diocese.</p>

<p>Anguilla has become the latest OECS Member State to implement the Eastern Caribbean Supreme Court’s Electronic-Litigation Portal (E-Litigation Portal). This system facilitates the filing of civil proceedings and family matters. The launch of the portal took place on Thursday 20th April, 2023, at the Magistrate’s Court.</p>

He said that the Eastern Caribbean Supreme Court’s Electronic-Litigation Portal has revolutionized courts in the region and has provided access to [swifter] justice since its inception in 2017. He said that now the court has taken another step towards improving access to justice in each of the OECS Member States and territories.</p>
<p>His Honour, Senior Magistrate Mr. Keithly Benjamin, said that it was an honour for him to be part of the historic occasion in the upgrade of the Magistrate’s Court in Anguilla, and to join the other member states of the Eastern Caribbean Supreme Court who are currently utilizing the E-Litigation Portal for the filing of all civil proceedings and family matters.</p>
<p>He noted: “My understanding of the implementation of the E-Litigation Portal is reflected in the answer to the clarion call from the Eastern Caribbean Supreme Court’s stakeholders who required a convenient way to interact with the courts without always having to approach the clerk’s counter.”</p>
<p>He said the implementation of the E-Litigation Portal provides an efficient, cost effective, transparent and reliable platform for the submission and processing of court documents electronically.</p>
<p>“I have been informed that the E-Litigation Portal enhances access to justice and no one will be excluded, even in exceptional circumstances,” he said, “where a litigant may not have access to a computer, the time spent at the clerk’s counter will be significantly reduced, for assistance will be rendered more speedily and efficiently, resulting in litigant’s satisfaction with time being saved.”</p>
<p>The Honourable Attorney General, Mr. Dwight Horsford, spoke to the benefits of emerging technology that has served to bring about the convenience of a more efficient court system with the introduction of the E-Litigation Portal.</p>
<p>“I am happy to be in this position where I can see upfront the strides that the Eastern Caribbean Supreme Court has made in modernizing the processes,” he said. “I hope that we are recognizing that this is a means by which we are integrating the Magistrate’s Court and its processes with those that are not established by the Supreme Court…This is a good stride and I am very glad that I have the front seat to see it as I welcome it today.”</p>
<p>Her Ladyship, the Honourable Dame Janice M. Pereira, Chief Justice, commented that with the launch there is an introduction of the Magistrate Court into the wider judiciary system.</p>
<p>“With this launch,” she said, “we have reached another milestone for the Eastern Caribbean Supreme Court, and indeed we have made a step in the integration of the magistracy into the wider judiciary.”</p>
<p>“This is absolutely necessary,” she emphasised. “If we are to look at whether the system of justice is felt and seen as being autonomous and independent, then we must do all within our powers to ensure that the public which we serve, perceives it that way, and that they feel it that way.”</p>
<p>“All that we do in relation to courts,” she said, “is really for serving the public – to ensure that there is a place where they can go with confidence to vindicate their rights when those rights are infringed.”</p>
<p>She said the E-Litigation Portal will provide ways and means whereby the courts’ officers can leverage technology to assist the court in serving the people of the region.</p>
<p>“The Eastern Caribbean Supreme Court is a regional court that is spread across states that are separated by water,” she observed. “So [we] must find ways to improve accessibility and communication. Information and Communication Technology (ICT) is clearly the answer.”</p>
<p>Toward the end of the launch, questions from the media and others, pertinent to the functionality of the E-Litigation Portal, were asked of the Eastern Caribbean Supreme Court’s Technical Team, who included IT Manager, Mr. Mark Ernest; Court Administrator, Mr. Gregory Girard; and Chief Registrar, Mrs. Michelle John-Theobalds.</p>
<p>The new E-Litigation Portal replaces the former Judicial Enforcement Management System (JEMS) which has been in use within all the Courts of the OECS Member States and Territories since 2000.</p>
<p>The E-Litigation solution is a highly proven web-based application software that was developed by CrimsonLogic Ltd., headquartered in Singapore, with a branch established in Trinidad and Tobago.</p>
<p>Anguilla has become the sixth OECS Member State affiliated with the Eastern Caribbean Supreme Court to implement the E-Litigation Portal. Member States include Antigua &amp; Barbuda; Grenada; St. Kitts &amp; Nevis; St. Lucia; and The British Virgin Islands.</p>

<p>She recently traveled to Barbados to represent Anguilla at a two-day youth orientation and training workshop, organized by the United Nations Resident Coordinator’s Office under the theme the theme: “Promoting Meaningful Youth Engagement”.</p>
<p>Ms. Emmanuel is a former Youth Parliamentarian who served in the appointed position of Youth Minister with responsibility for Social Development, Education &amp; Library Services, and representative for District #4.</p>
<p>&#8220;I felt elated and honoured to have been selected to represent Anguilla on the United Nations Youth Advisory Group for Barbados and the Eastern Caribbean 2022- 2023 and 2023 – 2024,” she said. “Representing Anguilla in this capacity is truly astounding. Being a British Overseas Territory frequently involves restrictions. Having a seat at the table to represent not only the voices of Anguilla&#8217;s youth, but also the youth of the Region, is remarkable.”</p>
<p>“Thanks to this forum, I was able to interact with Mr. Didier Trebuca, the UN Resident Coordinator, as well as representatives of the UN Subregional Team and employees of the UN Youth Envoy,” she said.</p>
<p>“I am grateful to my colleagues for electing me as Chair of the United Nations Youth Advisory Group for Barbados and the Eastern Caribbean for the 2023 -2024 tenure,” she said. “I see this as an opportunity to grow both personally and professionally. I am thrilled to collaborate with the entire team throughout the upcoming term.&#8221;<br />
The workshop exposed the youth leaders and advocates to the UN’s key programming instruments for the region including its 2022 – 2026 Multi-Country Sustainable Development Cooperation Framework, which provides a blueprint for UN development assistance, as well as tailored Country implementation Plans that operationalize commitments at the country level in alignment with national priorities.</p>
<p>It also focused on the principles of meaningful, transformative, and responsible engagement.</p>
<p>The YAG was first established in 2022 to serve as a sounding board for the UN Barbados and Eastern Caribbean Multi-Country Office, and by extension provide an opportunity for youth to play an active and meaningful role in the sustainable development of the sub-region, working in close partnership with the UN Sub-regional team.</p>

<p>We greet our audience in the name of our great God and Savior, Jesus Christ. Today the Anguilla Christian Council, the Anguilla Evangelical Association, and other members of the clergy speak to the hearts and consciences of all who love Anguilla. We speak to our Honourable Premier and Ministers of Government. We speak to the Leader of the Opposition and the elected members. Whether you were born here, came here, live here or abroad, you have this one thing in common – you love here.</p>
<p>From pulpit to pew, on radio and social platforms, on the streets and in homes, the church ministers to the wounds of our people. We hear their fears, we feel their confusion and hopelessness, and we provide assistance for their many needs.</p>
<p>We are convinced that Anguilla, though beautiful, is broken. Dysfunctional homes, gang violence, addictions to alcohol, drugs and gambling, financial destitution and stress, all shout the message impossible to ignore, that this land we love needs healing.<br />
Gripped by this reality, we can only be stunned and horrified at government’s grim determination to legalize casino gambling on this beloved land we call our home. No volume of revenue for government could justify this industry that has proven to be a curse, poisoning communities wherever it is established.<br />
As our Christ was betrayed for thirty pieces of silver our government seems intent on betraying Anguilla for a pitiful 4.5 million US dollars.</p>
<p>Several times in the past we have strongly expressed to past governments our opposition to the lottery. We have spoken with this present government about casino gambling, and today we speak to the nation. We speak to conscience. We speak to the world.<br />
We will now call upon God in prayer led by Reverend Wilmoth Hodge, Chairman of the Anguilla Christian Council, and after this prayer members of clergy will detail why you the people must stand up and say no to casino gambling in Anguilla, why the members of the opposition must exercise conscience and say no, and why our government should listen to conscience, respect God’s truth, and cancel its plans to legalize casino gambling on Anguilla.</p>
<p>God declares in Proverbs 14:34, “Righteousness exalted a nation, but sin is a reproach to any people.” Righteousness makes a nation great, but sin diminishes any people.” This today is not politics. This is love of country.”<br />
Following Reverend Wilmoth Hodge’s prayer, other Pastors weighed in and vehemently expressed their objection to the issue of casino gaming. These pastors and church leaders included Pastor Dwayne Adams, who spoke on the risks of money laundering; Pastor Gareth Hodge, who elaborated on rigging of the system and the eventual vacuuming of money out of local economy; Canon Reid Simon, who addressed the Destruction of family as well as Crime and poverty and Antigua’s negative experience with casino gambling.</p>
<p>Also speaking was Apostle Elmead Allen who shared a warning against casino gambling from a US friend and the proliferation of mental illnesses associated with gambling; Reverend Wilmoth Hodge, who focused on the negative Impact on tourism and the negative views of tourists and villa owners; Pastor Philip Gumbs, who addressed Addiction and the Betrayal of 1967; and Minister Avenella Griffith, who presented sound and wholesome alternatives to Casino gambling.</p>

<p>MARIGOT, St. Martin (May 22, 2022)—Eight schools from St. Martin and Anguilla, and one individual student entrant have signed up for the “St. Martin Caribbean Social Studies Competition,” said Shujah Reiph, coordinator of the St. Martin Book Fair.<br />
The info-packed, chock-full-of-prizes competition is a youth project of the island-wide literary festival. The 40 participating students are from eight high schools on both parts of St. Martin, and from the neighbouring island of Anguilla, said Reiph.<br />
In connection with the St. Martin Book Fair’s 20th anniversary, “I’m happy to welcome our neighbours from Anguilla to participate for the first time in the Caribbean social studies competition. The Book Fair Committee is looking forward to hosting the young people from Anguilla and to see the positive interaction of our students from both islands,” said Reiph.<br />
The participants will be quizzed on Caribbean history, creative arts, political and sports personalities, liberation struggles, animals, trees, and fruits of the region, and “our cities and flags and other exciting things,” said Reiph.<br />
On May 28, the 2nd and 3rd form students, ages 14 -17, will gather at the high school Cité Scolaire Robert Weinum in Savanna, Grand Case, for the live online broadcast of the competition and vie for the winning prizes, said Reiph.<br />
The St. Martin Caribbean Social Studies Competition was launched as a pre-book fair programme in May 2021 and this is the first year that a school from another Caribbean island is participating, said Reiph.<br />
The St. Martin Book Fair takes place on June 2 – 4, 2022. The theme of the literary festival in 2022 is “The Rebirth.”</p>

										<content:encoded><![CDATA[<p>Leaders of the Organisation of Eastern Caribbean States (OECS) are opposed to moves by the United Kingdom to impose direct rule on the British Virgin Islands (BVI), Grenada’s Prime Minister, Dr Keith Mitchell has said.<br />
Mitchell made the observation when he chaired a meeting of the sub-regional leaders on Monday. He told the Caribbean Media Corporation (CMC) that the OECS leaders were of the view that “they could not support the move by London.”</p>
<p>Mitchell, who is also chair of the sub-regional grouping that consists of Antigua and Barbuda, Dominica, Grenada, St Lucia, St Vincent and the Grenadines, St Kitts-Nevis, Montserrat, Anguilla, and the BVI, noted: “The general feeling is that we don’t understand why the British – in the 21st century – is making decisions similar to what they had done years ago in other countries.</p>
<p>“We think for them in the 21st century, given all the issues that have arisen over the years, to be making the same decision, is not in their best interest, certainly. It has never been in the interest of the region to have the colonial type decision. To us, it seems unwise for the British to have that sought of conclusion.”</p>
<p>On Monday, residents of the BVI took to the streets outside the official residence of Governor John Rankin protesting the recommendations of a report of a one-man Commission of Inquiry (COI) that examined allegations of corruption and abuse of office by elected and statutory officials.<br />
“We as Virgin Islanders come to say to the United Kingdom that you should not suspend our constitution in an attempt to establish direct rule over us,” said Bishop John Cline, who organised the protest, saying he wanted to speak directly with Amanda Milling and the Governor.</p>
<p>“We live in a democracy, we do not want the Constitution suspended for six months, much less two years. We do not want it suspended at all. We want the right to elect a government, we want the respect of the UK and we want the respect of the UK in helping us determine our destiny.</p>
<p>“Secondly, the Commissioner recommends an early and speedy review of the Constitution with the purpose of ensuring that abuses of the type he has identified do not recur, establishing a Constitution that will enable the people of the BVI to meet their aspirations including those in respect of self-government within the context of a modern democracy.”<br />
Mitchell called for a non-partisan approach by the BVI to the situation, saying the people of the British Overseas Territory “should be united and there should be a non-partisan approach to this British conclusion.<br />
“The government should consult with the opposition on this fundamental issue…The people should be able to solve whatever problems that they have related to the issues with their own premier. They should be able to solve that problem internally.<br />
“The OECS was in fact indicating that it was prepared to provide an advisory group…to help the political organisations in the BVI to deal with that issue, and maybe look at the way forward given the details of the Commission of Inquiry report.<br />
“They should be allowed to deal with those issues within the country with the support, if they so wish, of the advisory group from the OECS,” Mitchell said.</p>
<p>The Grenada Prime Minister told CMC that the arrest of Premier Andrew Fahie in the United States last week, on drug and money laundering charges, should not be used to cloud the issue surrounding the constitutionality of the BVI.</p>
<p>He noted that the arrest of the Premier of the Virgin Islands is a separate issue and the judicial process must be allowed to proceed.</p>

<p>The St Kitts and Nevis Federation, and all members CARICOM, mourn the loss of His Excellency, Ambassador Vance Amory. He passed away on Saturday, April 2, 2022, at a hospital in the UK.<br />
In an address to the Federation, Prime Minister, Dr Timothy Harris, said: “It is with a sense of deep sadness and regret that I announce to the nation the passing of His Excellency, Ambassador Vance Amory, former Premier of Nevis, and former Senior Minister in the Federal Cabinet of Ministers of our Team Unity Administration.</p>
<p>“The death of Ambassador Vance Amory signals the passing of a true patriot, and Elder Statesman who made a positive and indelible mark on the development of St Kitts and Nevis over the course of his life.<br />
“Ambassador Amory became a true friend, mentor and advisor to me as we embarked on the journey of forming Team Unity, in order to provide you, the people of St Kitts and Nevis, with the shared prosperity, strong leadership and good governance that you deserve…<br />
“My life and my journey as Prime Minister of St Kitts-Nevis have been enriched through Ambassador Amory’s wise counsel, solid friendship and steady temperament on which I had come to depend. I will miss him dearly, but our loss is Heaven’s gain.”</p>
<p>Ambassador Amory was a scholar, educator, activist, politician, and cricketer whose name and legacy will live on.</p>
<p>As Leader of the Concerned Citizens Movement (CCM), he became a stalwart champion of the Nevisian people. He helped to advance their cause and earned the trust, respect and love of the people of the Federation.</p>
<p>A true patriot of the Federation of St Kitts-Nevis, he served as the Premier of Nevis for two terms; June 1992 – July 2006 and January 2013 – December 2017.<br />
Ambassador Amory was an outstanding cricketer and represented Nevis, the Leeward Islands, the Combined Islands, and the West Indies President’s eleven. He served as Captain of the Leeward Islands team.</p>
<p>To his wife Vernita, his daughters, other members of the Amory family, as well as the St Kitts-Nevis Federation, The Anguillian extends deepest sympathy.</p>

The patient, notably young in age, underwent replacement of her aortic valve, the main one of the heart’s four valves. The operation took a total of five hours to complete, and the patient was able to appropriately respond to commands shortly thereafter. She continues to recover well in the intensive care unit (ICU) at the Bougainvillea clinic, according to the overseeing doctors.</p>
<p>Medical Director and owner of the Bougainvillea Clinic, Dr. Heskith Vanterpool, spoke to what he called a successful, but “tension-filled” process.</p>

The anesthetic team then turned off the ventilator function of the anesthetic machine, as it was no longer necessary for the patient to breathe during this 1½ hrs. During this period, the perfusionist did a masterful job of providing circulation and oxygen to the patient’s vital organs, by use of the heart-lung machine.</p>
<p>“During that period of cardiopulmonary arrest, the surgeons entered the heart, carefully removed the diseased aortic valve and inserted the appropriately sized artificial valve. After making sure the new valve was secured in place in an incision into the aorta, (the main artery leaving the heart), the heart was then restarted.<br />
“This was the most tension-filled period of the operation for all those in the operating room,” Dr. Vanterpool added.<br />
The Doctor explained that once the heartbeat was restored successfully, then came the combined effort between the anesthetic team and the perfusionist to stabilize the circulation, blood pressure and pulse. Once her circulation was stabilized, the patient was finally able to come off the heart-lung bypass machine.<br />
Despite the complex nature of this surgery, Dr. Heskith Vanterpool and the surgeons have expressed that, not only did they not encounter any complications, but that the patient is said to be recovering well and should be discharged from the hospital in 5-7 days.</p>
<p>The ingenious effort was led by Dr. Rodger Miller, a cardio-thoracic surgeon resident in the BVI, and Dr. Sunil Stephenson, a senior cardiothoracic surgeon visiting from University Hospital in Jamaica. The anesthetic team was led by Dr. Craig Stoutt, a resident British Virgin Islander.</p>
<p>But the success of this pioneering surgery was contingent on a tremendous team effort of over 25 persons. The team expressed gratitude to National Health Insurance (NHI) which covered a significant part of the expense of this procedure and committed to moving cardiothoracic surgery in the BVI forward.</p>
<p>Dr. Vanterpool said that, had this procedure been performed overseas in US medical facilities, it could have ordinarily amounted to an estimated US$100-150,000 but he is thankful that it was performed locally at a fraction of that cost.</p>
<p>The tradition of pioneering work continues at the Bougainvillea Clinic with physicians and researchers working in fields related to cardiovascular disorders, kidney transplants and plastic and reconstructive surgery, among other general services.</p>
<p>Not only is the private hospital providing residents and the visiting population with medical services that previously required patients to travel overseas (often by air ambulance), but Medical Tourism is now a growing part of the business as the facility continues to attract interest from neighboring islands.</p>
<p>The Anguillian would like to extend hearty congratulations to the Bougainvillea family and wish them well in future endeavors.</p>

<p>On Wednesday 20 October 2021 members of the Regional and international judiciary participated in a webinar organized by APEX as part of its Justice and Technology Series for the Judiciary in the Caribbean.<br />
Justice Adrian Saunders addressed the participants on “The Internet, Law and Society.” In responding to a question, Justice Saunders described his December 2019 visit to the courts of China where artificial intelligence has now been incorporated in their justice system. He urged the judiciary of our region to keep an open mind on the future use of AI in the Caribbean.<br />
Justice Margaret McKeown, a Judge of the United States Court of Appeals for the Ninth Circuit, based in San Diego, California, spoke on “Judging the Internet.” Issues she touched on included social media, free speech, and privacy. The first internet case she revealed was heard as recently as the year 1997. But, she said, droves of internet related cases are presently coming before US courts.</p>
<p>Kevon Swift of LACNIC and Michael Abejuela of the American Registry for Internet Numbers addressed Regional Internet Registry Perspectives: Cyber Trends. They explained that ARIN was established in 1997. It is a nonprofit, member-based organization that supports the operation and growth of the Internet. It mainly manages and distributes Internet number resources such as IP addresses.<br />
Sir Dennis Byron, Chairman of the Commonwealth Judicial Education Institute, and retired President of the Caribbean Court of Justice, gave the feature address on “Towards Intelligent Courts: How to Balance Digital Risks and Rewards.” He urged that intelligent courts and digital justice require more than technology. He discussed some of the risks versus rewards of digital transformation for courts and addressed the safeguards that must attend the process.<br />
Justice Michelle Arana, Chief Justice of Belize, led the round table discussion on “Considerations for Digital Transformation: Digital Paradigms and Partnerships – The Human Factor.”</p>

										<content:encoded><![CDATA[<p>The Caribbean Democrat Union (CDU), in partnership with the Westminster Foundation for Democracy (WFD) hosted a Power Panel on “The Politics of Climate Change in the Caribbean” on Thursday 26th August, 2021. The event was hosted by Ms. Aria Laidlow, Vice Chair for Women and Minorities of the Caribbean Young Democrat Union (CYDU) and Consultant in Climate and Disaster Risk Management with the World Bank.<br />
The panellists included:<br />
? Ms. Ayesha Constable, Consultant in Climate Change and Adaptation, Jamaica<br />
? Mr. Bernard Hurtault, Interim Political Leader, Dominica Freedom Party;<br />
? Mr. Luchiano Dupuis, Vice Chair Training and Recruitment CYDU, Dominica;<br />
? Mr. Nick Francis, Secretary General CDU; St. Vincent and the Grenadines</p>
<p>Ms. Ayesha Constable gave an overview of the research project conducted within the CDU Network on the Politics of Climate Change. Among the key findings of the research study, Ms. Constable noted that youth are generally dissatisfied with the current action of political parties and are eager to see more robust, decisive actions on climate change. She also noted that youth believe political parties are taking a piecemeal and tokenistic approach to the issue rather than the inclusive and transformative approach required to make Caribbean countries more resilient.</p>
<p>Mr. Bernard Hurtault spoke more broadly to the importance of political leadership in building trust in scientific knowledge, particularly as it relates to climate change and its devastating impact. Mr. Hurtault also spoke to the importance of continued research on climate change at the local level and building the technical skills to complement our indigenous understanding. He also noted that Dominica, as the nature isle, is well positioned to be fully powered by green renewable energy sources and to diversify its economy through structural and regulatory reforms. This is important for economic growth and a positive shift in mind-set towards climate change adaptation and environmental protection.</p>
<p>Mr. Luchiano Dupuis noted that young people across the Caribbean need to be more focused on the climate change emergency. Mr. Dupuis also spoke about the need for political parties to move beyond climate change rhetoric during election cycles and to engage in meaningful consultations with youth to determine the best way forward in the decision making process. Issues on consumption patterns and waste management was also raised by Mr. Dupuis and he made a call for young people across the region to engage in greener and more environmentally friendly livelihood practices.</p>
<p>Mr. Nick Francis highlighted several challenges facing the Caribbean in the fight against climate change. At the international level, Mr. Francis noted the politics involved in the negotiation process at the UNFCCC and the need for Small Island Developing States (SIDS) to work together in lobbying for increased financing in Loss and Damage to help recover from the shocks of climate related events in the region. At the regional level, greater collaboration and mainstreaming on adaptation policies will be essential. At the national and local levels, decisions based on political expediency undermine our progress in being able to mitigate and adapt to the climate change emergency; this is further compounded by an “instant gratification culture” that is heavily reliant on economic growth through business as usual practices.</p>
<p>The panellists also spoke to the need for continued dialogue on political decision making relating to climate change and called for continued education and awareness on these pressing issues.</p>

										<content:encoded><![CDATA[<p>June 9, 2021, Port of Spain – The Republic Group has signaled its intention to lend and invest USD$200 million by 2025 to support actions that would help achieve major Climate Finance Goals. These goals will be achieved by activities which include the lending and investment for loans that enable the sale of electric and hybrid cars, loans that are aligned to the promotion of clean fuels, renewable energy and technology, that contribute to an improvement in energy efficiency and construction loans that deploy climate-resilient technologies.<br />
This comes as the Group rolls out its objectives as a signatory to UN&#8217;s Principles of Responsible Banking and the Net-Zero Banking Alliance. The Group had previously announced that capital will be directed to the preservation of the environment, supporting renewable energy and green initiatives and bolstering the blue economy.<br />
According to the Group&#8217;s President and CEO, Nigel Baptiste, &#8220;Since signing the Principles of Responsible Banking, we have been working behind the scenes to implement several impactful and measurable initiatives, all aimed at supporting UN&#8217;s Sustainable Development Goals (SDGs).&#8221;</p>
<p>He added, &#8220;Given the negative impact of climate change on the Caribbean and our dependence on fossil fuels, we have identified Sustainable Development Goal 7 (Affordable and Clean Energy) and Sustainable Development Goal 13 (Climate Action) as priority goals for Republic Group and we believe that through our climate finance lending and investment packages, we will be on a path to a cleaner, greener and more sustainable future.&#8221;</p>

										<content:encoded><![CDATA[<p>The OECS extends sincere condolences to the Hughes Family and to the Government and people of Anguilla on the passing of the Honourable Hubert Benjamin Hughes, former Chief Minister.</p>
<p>The late Honourable Hubert Hughes served as Anguilla’s Chief Minister from 1994 to 1999, 1999 to 2000 and 2010 to 2015, respectively.</p>
<p>Reflecting on the esteemed tenure of the former Chief Minister, Prime Minister of the Commonwealth of Dominica and Chairman of the OECS Authority, Dr. the Honourable Roosevelt Skerrit, underscored his passion and unwavering support for regional integration.</p>
<p><em>&#8220;Comrade Hughes was a true Caribbean champion, very passionate about our distinctive civilization. It was a privilege to have served with him. My sincere condolences to the people and Government of Anguilla. May his soul rest in peace.&#8221;</em></p>
<p>Heads of Governments and dignitaries throughout the OECS region conveyed heartfelt tributes and messages of condolence on the passing of the well-loved statesman. Highlights from the tributes dedicated to the Honourable Hubert Hughes are as follows:</p>
