ANGUILLA CELEBRATES LAUNCH OF THE DIGITAL OECS HARMONISED PRIMARY CURRICULUM

The dawn of a new era in primary education swept across Anguilla on Thursday, 13th November 2025, as the island joined its regional neighbours in launching the Digital OECS Harmonised Primary Curriculum (D-OHPC) — a transformative initiative set to modernise classrooms and empower teachers across the Organisation of Eastern Caribbean States (OECS).

The event brought together primary school students, teachers, education officers, and other key stakeholders, all united by a shared vision of progress and innovation in learning.

In her opening remarks, Mrs. Vanessa Hobson extended a warm welcome to the gathering, describing the national launch as “the culmination of years of regional collaboration”. She emphasised that the D-OHPC signals “a profound transformation in education across the region,” and called on all education stakeholders to play their part in ensuring its effective implementation in Anguilla’s primary classrooms.

Providing context for the initiative, Ms. Sandra Fahie described the D-OHPC as “an extraordinary milestone in the history of education across the OECS,” noting that Anguilla had fully embraced the process of developing a modern and relevant curriculum. She explained that the curriculum’s development formed part of the OECS Programme for Educational Advancement and Relevant Learning (PEARL) — a major regional project aimed at harmonising and improving educational standards across member states.

“Anguilla recognised the need and the significance of an up-to-date curriculum and came on board for the development journey,” she said. “Several of our educators participated in a number of key activities that drove this transformation.” Among these were professional development workshops, collaborative curriculum writing sessions, and even a digital curriculum hackathon hosted in partnership with Google, where educators and technologists worked side by side to design innovative digital teaching tools.

Two Anguillian schools — Adrian T. Hazell Primary and Valley Primary — have taken the lead in piloting the new curriculum locally. Fahie hailed their contribution, calling the D-OHPC “far more than a curriculum — it is a teacher empowerment initiative.”

“The digital, harmonised curriculum is a big thing,” she concluded passionately. “It is a now thing — and Anguilla is on board.”
Permanent Secretary Education, Dr. Bonnie Richardson-Lake described the D-OHPC as “much more than an introduction of a new resource.” “It represents,” she said, “a collective commitment to transform how we teach our students, how children learn, and how our region prepares its young citizens for the future.” She highlighted the D-OHPC’s blend of standardisation and inclusivity, ensuring that every child — regardless of which OECS island they call home — can access “high-quality, culturally relevant, and equitable education.”

The platform’s features are as ambitious as they are advanced: an AI-powered lesson planner, data analysis tools, virtual classrooms, multimedia content, and even offline functionality to support schools with limited connectivity.

“This is not just technology added to teaching,” Richardson-Lake affirmed. “This is technology driving teaching forward.”

Importantly, she noted that the system includes built-in tools to support students with special education needs and those for whom English is not their first language, promoting equity and access for all learners.

“Harmonisation of curriculum strengthens the free movement of people, skills, and opportunities across the OECS,” she added. “It prepares our children to be fully participating citizens in a united Caribbean community.”

Chief Education Officer Bren Romney described the launch as “a collective step forward in shaping the future of education across the region and here in Anguilla.” He praised the curriculum’s student-centred and skills-driven approach, noting that it “establishes clear, comprehensive standards and outcomes for what our children should know and be able to do, while allowing each member state to preserve and embed its own cultural identity.”

Romney emphasised that the accompanying AI-powered OECS Learning Hub will make teachers’ work both more efficient and more supported. “For our teachers, this translates into less time searching and planning and more time spent teaching,” he explained.

He described the D-OHPC as a catalyst for collaboration across the OECS, allowing educators to share strategies, co-create resources, and speak “a common professional language.” “This,” he said, “would lift the standard of instruction for every child in the region.”

“For this curriculum to reach its fullest potential, we all have a role to play,” Romney reminded. “Our teachers must explore the Learning Hub, engage with the curriculum outcomes, and embrace the new opportunities for creativity and growth.”

He concluded by celebrating the spirit of cooperation that made the D-OHPC possible: “While systems and platforms guide the way, it is our educators — your commitment, your creativity, your professionalism — that will bring this curriculum to life.”

A short video presentation featuring ATHPS teachers Jeneva Hughes and Karen Richardson was also shown, highlighting their experiences with the new digital curriculum. The D-OHPC allowed their students to choose how they would like to be assessed. It also gave them autonomy and promotes meaningful integration of technology in the classroom.

The event ended on a spirited note with a dance performance by teacher Renée Carter, symbolising the theme of growth and achievement — a fitting close to a morning that celebrated vision, innovation, and unity.

Immediately following Anguilla’s launch, the regional unveiling of the Digital OECS Harmonised Primary Curriculum took place, marking the official rollout of a project that has been years in the making.
For Anguilla, the launch represents both a technological leap and a commitment to educational excellence.
