The Public Utilities Commission (PUC) announces the appointment of Mr Damien Harrigan as its new Executive Director. Mr Harrigan will replace Mr Kenn Banks, who served as Executive Director before him.
Mr Harrigan was formerly employed in the Department of Information Technology & e-Government Services of the Government of Anguilla where he worked from 2002 to 2022. His final position there was Deputy Director, Operations, Support and Communication.
He also functioned as the Telecommunications Officer for the Ministry of Communication since 2014, where he worked closely with the Public Utilities Commission. There he designed, developed and implemented several strategies that improved the effectiveness and efficiency of the organisation. As a senior manager in the Anguilla Public Service, his experience, education, and training, has equipped him to fulfil the duties of the Executive Director position.
Mr Harrigan will now be responsible for the day-to-day administration of the Commission; carrying out the duties specified under the PUC Act or as directed by the Board; and providing technical advice and guidance to the Board on matters of policy. His key performance measures will include but are not limited to the recruitment, recommendation, appointment, supervision and training of the professional and support staff of the PUC; implementation of a satisfactory frequency authorization, monitoring and enforcement regime; full availability to users of quality of service information from suppliers; satisfactorily functioning arrangements for the handling of customer complaints and conflict resolution in the sector; and the establishment of good working relationships with other regulatory bodies, regionally and internationally.
In commenting on his appointment, Chairperson of the PUC, Mrs Keesha C. Carty said “We are most excited to welcome Mr Harrigan to the PUC team. His wealth of knowledge and experience, coupled with his humility and passion will serve us well, as we prepare to expand the public Utilities we currently regulate, and maintain our statutory and regulatory independence and integrity in the process”.
In commenting on his appointment Mr Harrigan said. “I am thankful for the opportunity the Board has given me to serve. I believe I can make a valuable contribution to enhancing the operations of the organisation.
