28.2 MILLION POUNDS LEFT FROM 60 MILLION FOR OTHER PROJECTS

A report from the Anguilla Programme for the rebuilding of a number of public sector projects, being funded from the UK Government’s grant of 60 million pounds, states that the balance for other projects is 28.2 million pounds.

The report was given at the Executive Council’s meeting on January 30, 2020. It is as follows:
EX MIN 20/41 ANGUILLA PROGRAMME – PRIORITISATION OF REMAINING FUNDS
Council:
(i) noted the financial update of the various ongoing projects under the Anguilla Programme;
(ii) noted that out of the £60 million available, £31.8 million was already fully committed leaving £28.2 million to be spent. These sums exclude work on the Road Bay Jetty which is being funded from a different source;
(iii) noted that initial estimated allocations – as set out in the Governor’s letter of 21 January – for the remaining priority projects were as follows:
(a) Albena Lake-Hodge Comprehensive School (ALHCS)
Part 1 £ 2.9 million
Part 2 £ 10.6 million
Part 3 £ 3.9 million
Part 4 £ 5.5 million
Part 5 £ 4.4 million
(Total £ 27.3 million)
(b) Blowing Point Terminal £6 million
(c) Valley Health Clinic £3.9 million
(iv) noted that these costs in total came to £37.2 million resulting in a funding gap of £9 million; and
(v) recognizing the need to fit within the funding envelop Council agreed as follows:

ALHCS
With respect to Parts 1 – 3 – work should be undertaken with design consultants to identify changes to scope and value to realize economies of £1.5 million but without affecting the quality of the education services;
With respect to Part 4 – this component would need to be put on hold until additional funds could be identified;
With respect to Part 5 – this component would be capped at £3 million.

Blowing Point Terminal
Council agreed that spending on this project should be capped at £5 million recognizing this was sufficient to build a fully functioning new terminal of significant size and that non-essential, but desirable features could be phased in at a future point in time without compromising the facility’s functionality.
