Birthday Honour Awards have been bestowed on two persons in Anguilla by Her Majesty Queen Elizabeth The Second.
The first was announced by His Excellency The Governor, Mr. Timothy Foy, OBE, with respect to Mrs. Jewelle Fleming, long-serving Clerk of the Executive Council. She was honoured for public services to her native Anguilla.
Writing on his Facebook Page, Governor Foy stated:
“HE the Governor Tim Foy and the entire staff of the Governor and Deputy Governor’s Office are delighted to learn that our colleague Mrs. Jewelle Fleming, has been made a Member of the British Empire (MBE) for services to the Government and people of Anguilla.
“Mrs. Fleming has worked as a public servant for the Government of Angulla for more than 38 years, and served as Clerk to the Executive Council since 2002. She has contributed to the Government and people of Anguilla at a consistently high standard for the entirety of her career. Apart from her position as Clerk to the Executive Council, her dedication to honest and trustworthiness are also traits which she actively teaches Anguilla’s youth to embrace.
Congratulations.”
Commenting on her award, Mrs. Fleming told The Anguillian newspaper that she had been working at her best ability without thought of an award for her dedicated service. She was however, surprised, honoured and humbled to have been awarded by the Queen for her public service to Anguilla.
She entered the public service at the age of 18 in 1978 and, over the years, worked at various departments. She had a break from the service from 1981 to 1983 when the Government of Anguilla awarded her a scholarship to attended the Barbados Community College. There she was a student in an Administrative Secretarial Course. Mrs. Fleming worked occasionally as Acting Clerk in the Executive Council Chambers from 1992 until she became a fulltime Clerk there in 2002.
Mrs. Fleming is grateful to the Governor’s Office and her colleagues for their support over the years, and to other persons in various departments in the public service, especially those where she previously served.
Above all, known for her Christian qualities and commitment, she is grateful to God for His guidance and providence with which she has been so richly blessed, as well as for the support and love of her husband, Mr. Michael Fleming, their children and other relatives.
The second Queen Birthday Honouree is Mr. Paul C. Morrison, Commissioner of the Royal Anguilla Police Force, for services to Anguilla.
The announcement was made in Anguilla by Mr. Randy Dick, Public Media Relations Officer of the Royal Anguilla Police Force, in a press release which reads as follows:
Commissioner of the Royal Anguilla Police Force Mr. Paul Morrison QPM, MBA has received an award from Her Majesty Queen Elizabeth II as part of her 2019 Queens Birthday Celebration. Commissioner Morrison is now decorated as an Officer of the Most Excellent Order of the British Empire (OBE). The full citation reads:
OBE: Paul Clifford MORRISON QPM, Commissioner of Police, Anguilla. For services to Anguilla.
“This award recognizes the hard work and progress of the RAPF towards modernizing the policing model to better deliver services to the public of Anguilla and the work and commitment of the officers and staff of the RAPF to keep people safe. It also recognizes the wider relationships developed with strategic partners both internally and externally to tackle the very damaging issues of transnational and serious criminality.”
In acknowledgement of the award, Mr. Morrison stated: “I am humbled to receive this award, which is dedicated to the RAPF and my family. Without them, and their sacrifice, this would have never been possible”.
Mr. Morrison was sworn in as Commissioner of the RAPF in October of 2015. During his tenure he has revolutionized the culture of the RAPF, compiled and instituted a policing strategic plan 2016 – 2019; introduced numerous training for officers and established department such as major crime and volume crime unit to strategically tackle crime, the child safeguarding unit to tackle issues of child abuse and safety; and the Professional Standards Departments to deal with the integrity and misconduct of Police Officers.
The RAPF takes this opportunity to wish its Commissioner heartfelt congratulation on receiving on such an award and that he may continue to move from strength to strength, delivering service to the people of Anguilla.
