The Department of Probation, a Department of the Ministry of Social Services, has signed a Contract with Comprehensive Security Solutions Inc to provide Electronic Monitoring of Offenders who are on Probation, Parole or Bail. The Contract was signed today June 18th, 2025 by Mrs. Bonnie Richardson Lake, Permanent Secretary in the Ministry of Social Services and Mr. Ryan Clark of Comprehensive Security Solutions Inc. based on the island of St. Maarten/St. Martin.
Chief Probation Officer, Ms. Jocelyn Johnson, stated that this is an exciting time for the Department of Probation since this initiative has been in the works since 2008. She said the signing of the Contract will ensure that Offenders are consistently monitored based on the Conditions/Requirements of the Court and in accordance with the 2024 amendments of the Probation, Parole and Bail Acts. With the Contract now signed, the next step will be training Probation Department Staff before the implementation of live monitoring.
Mr. Clark stated that initial negotiations began approximately 4 years ago and that he is happy to have the opportunity to assist the Probation Department and the Government of Anguilla to help with the monitoring of persons who have been afforded the privilege of being granted Probation, Parole or Bail. He stressed that the main purpose of Electronic Monitoring is to provide a safeguard for the community and people of Anguilla. Comprehensive Security Solutions Inc. has been in existence since 2007 and has implemented Electronic Monitoring successfully on the islands of St. Maarten/St. Martin and the BVI.
The system has already been tested successfully on Anguilla and will be individually programmed for each offender based on the conditions or requirements of the Court.
The Department intends to have the system fully operational by the end of June and it will be monitored by the Control Room which is managed by the Police Department. The 2-year pilot programme is beginning with 10 monitoring units with the ability to increase units as needed. Each unit comprises 2 components – the Ankle Bracelet and the Beacon which is plugged into an electrical unit at the location where the Offender is required to be. It will be the responsibility of the Offender to charge the battery of their assigned Ankle Bracelet on a daily basis. It is a offence for the Offender to intentionally not charge their assigned Ankle Bracelet on a daily basis.
The implementation of this programme is a milestone for the Department of Probation during 2025, their 20th Anniversary Celebration Year.
