The Government of Anguilla (GoA) is highlighting and celebrating its successful relationship with the European Union (EU).
As Anguilla nears the end of the European Development Fund (EDF) 11 Programme, we reflect on three territorial budget support programmes which, since 2006, have disbursed over EC$130 million – and supported various sector policies and capital programmes.
Approximately EC$50.7 million was disbursed under EDF11, over the period 2015-2021, and in support of the education sector policy as outlined in the Education Development Plan, 2015 to 2020. Key achievements included the development of the Albena Lake-Hodge Comprehensive School Masterplan, the drafting of the Education Development Plan 2020-2025 and a technical assistance component that supported the conduct of the Anguilla Labour Market Survey in 2021.
The GoA further acknowledges the EU’s responsiveness to Anguilla’s needs as seen in the aftermath of Hurricane Irma, and their mobilisation of a further €2.8 million from the reserves of the B-envelope to assist Anguilla in tackling the devastating effects. Additionally, in response to the impacts of the Covid-19 pandemic, the EU extended the programme’s execution period. They were also cognisant of the challenges of the achievement and assessment of an improved numeracy rate – given the significant interruptions in classroom instruction and cancellation of the Tests of Standards assessments in 2020 and 2021. The EU went on to support the full disbursement of the final tranche of EDF 11 at the end of 2021.
