The Foreign, Commonwealth & Development Office, London FCDO
We wrote another letter 10th November to the FCDO requesting clarification of various points including what is the role and authority of HE The Governor in respect of the government of Anguilla. We were under the impression that the Governor was head of the government and as such one could be forgiven for thinking that his instructions would be followed.

We have received a reply to that letter on the 18th of November from Kirstie Nash, Anguilla Desk Officer, FCDO. In her letter, which you may read below, Anguillians may be startled to discover that HE The Governor is not an officer of the British Government at all, despite being listed as such on the FCDO Personnel pages:
Tim Foy
Post Unique Reference: 12411
Grade: SCS2
Position: Governor and Commander-in-Chief, Anguilla
Job: Governing the overseas territory
Parent Department: Foreign and Commonwealth Office
Unit: Overseas Territories Directorate (OTD)
Reports to: Sir Simon McDonald, Permanent Under-Secretary and Head of the Diplomatic Service, Foreign and Commonwealth Office, through Menna Rawlings, Director General for Economic and Global Issues, FCO,
We would say that a person listed as an employee of an institution, paid by that same institution, who reports to the head of that institution can’t be characterized as not being an officer of that institution by another employee for the sake of expediency. This all rather smacks of an obfuscating Trump press secretary.
We asked a simple question:
How was it possible that HE The Governor, as appointed by and representing Her Majesty in Anguilla, and as the Head of Government in Anguilla, could be ignored by the AUF leadership who signed the Definitive Agreement for the Marina on June 3rd and got us into this divisive battle.
The pathetic answer we get is “Can’t help, he’s not an officer of the UK Government, GOODBYE AND PLEASE STOP WRITING”.

There are certainly some issues to be pondered here.
