4th March, 2020 Basseterre, St. Kitts. The Regional Law Revision Centre Inc. made history in St. Kitts with the revision and publication of the 2017 revised and updated laws of St. Kitts and Nevis and the Nevis Ordinances. The Centre also launched the Law Commission website where the laws are available to be viewed, downloaded and printed.
The official unveiling and handing over ceremony was held at Government House and was hosted by the Governor-General of Saint Kitts and Nevis, Sir S.W. Tapley Seaton. During the packed assembly, which included many dignitaries, the Attorney General, Hon. Vincent Byron, in his remarks stated, “The website www.lawcommission.gov.kn will give access to the online versions of the Federation’s laws. This website puts for the first time all the laws of St. Kitts and Nevis, as well as, Ordinances of the Nevis Island Assembly online.”
Hon. Byron added, “As we in the government move forward to ensure that our country becomes digitally equipped, that we provide for a digital economy, that our society becomes digitally proficient, this is a fundamental piece of work that has been done – and it will rebound to the benefit of all of us who practise or use laws on a daily basis.” Hon. Bryon profusely thanked the Centre for the work that has been done in this historic accomplishment.
Ms. Yolande Dash, Manager of the Centre, in her remarks commented that the Centre successfully completed the following services for the Government and the people of St. Kitts and Nevis:
(1) Revision and production of the 2017 Law Revision Supplement for the period 2010 – 2017 in print format.
(2) Production of searchable CD ROM comprising the Revised Laws of 2002, 2009 (still in force as at 31 Dec 2017) and the consolidated laws from 2010-2017.
(3) Production of the Legislative website comprising 2002, 2009 and 2017 Laws; also the annual laws enacted in 2018, 2019 and 2020, thus far.
Ms. Dash demonstrated the features of the website and the search feature of the CD ROM publication which was received with much enthusiasm. Ms. Dash added, “The Centre will be providing training on the website to the IT staff and staff at the Law Commission to ensure that the website can be efficiently managed and maintained.”
Ms. Dash commented that she regularly advocates for updated and accessible laws and tries to create this vision in the minds of persons involved in the legal fraternity. Ms. Dash stated, “Picture, the courts having access to the latest version of the laws in print or online. Picture, an investor having access to an updated copy of all the latest financial legislation at his fingertips before deciding where to invest. Picture, citizens having access to the latest legislation with all the amendments incorporated. For St. Kitts and Nevis, you do not have to imagine anymore, it is now a reality.”
The print publication of the Laws was unveiled by Sir S.W. Tapley Seaton, Governor-General. Ms. Dash also presented iPads which contain the Laws installed using a searchable application.
