The Government of Anguilla wishes to advise the general public that there are absolutely no plans to pass the Draft Physical Planning Bill or the Draft Environmental Management Act through the House of Assembly by the end of the year, contrary to what is being discussed in various media.
Meetings were held with some stakeholder groups to discuss and review the provisions in the Draft Physical Planning Bill and the Draft Environmental Management Act which consolidates a number of laws currently on the books. However, it is important to note that the Draft Physical Planning Bill and the Draft Environmental Management Act are separate pieces of legislation that will be administered by different ministries of government – The Ministry of Physical Planning will administer the Physical Planning Bill; while the Ministry of Environment developed and will administer the Environmental Management Act.
The Government wishes to assure the general public that as in all cases prior to the enactment of any legislation, there will be a series of separate public consultations on these draft bills. Following this process, the bills will then be amended as necessary and presented to Executive Council (EXCO) for approval so as to be forwarded for debate in the House of Assembly and eventual enactment into law. Given this process, it is not expected that these bills will be passed before the third quarter of 2020.
