18th October, 2019 The Valley, Anguilla. Members of the judicial system in Jamaica benefitted from 2 days of comprehensive training on the Consolidation of Laws. The training was a collaboration between Improved Access to Justice in the Caribbean (IMPACT Justice) project, main sponsor of the training, and The Regional Law Revision Centre, Anguilla. IMPACT Justice project funded by the Government of Canada is based at UWI, Cave Hill Campus, and seeks to help reform the justice sector in the Caribbean Community (CARICOM) countries.
The training was conducted at the Ministry of Justice in Jamaica on 17th and 18th October, 2019, with 18 participants from various departments within the Government system. IMPACT Justice was represented by Professor Velma Newton, Regional Project Director, and Mr. Hakeem Clarke, Project Assistant of IMPACT Justice. The Centre was represented by Ms. Yolande Dash, Course Instructor, and Ms. Jamisha Fleming, Legislative Assistant of the Centre.
Professor Velma Newton, Regional Project Director of the IMPACT Justice Project, noted that IMPACT Justice was pleased to sponsor this initiative in Jamaica. Professor Newton also added that since its inception in 2014, the Project has been active in training persons in legislative drafting at The University of the West Indies, Cave Hill, and the Consolidation of Laws at the Regional Law Revision Centre Inc.
Mr. Maurice Bailey, Director of Legal Reform at the Ministry of Justice in Jamaica, indicated that the training was important for Jamaica, particularly to ensure that Jamaicans have the know-how to update the legislation which governs them.
Ms. Yolande Dash, Manager of the Centre, announced that the Centre is celebrating this programme’s 10th anniversary and has trained over 150 participants
from 20 countries. Ms. Dash also added that the Consolidation of Laws programme is the only one available in the region which provides such in-depth knowledge of the consolidation process. This programme meets the Centre’s objective which is to build capacity in Attorneys General Chambers to consolidate laws for rapid and effective access.
The Centre provides training twice annually. However, due to increased demand, three training programmes have been conducted thus far, for 2019, and yet another is scheduled for 7 – 8 November, 2019 in Anguilla.
