Lucia Wilson, Clerk of the Northern Ireland Assembly Public Accounts Committee recently completed a two week attachment to the Anguilla House of Assembly Public Accounts Committee (PAC) as part of a three year project being delivered by the Commonwealth Parliamentary Association (CPA) in partnership with the UK National Audit Office and the UK Internal Audit Agency. The project was launched in Miami in March 2017 with the UK Overseas Territories Parliamentary Forum which brought together Chairs of PAC, Auditor Generals and Heads of Internal Audit from across the Territories. There have also been intensive strengthening and capacity building workshops in Westminster and Anguilla in which the PAC in the House of Assembly has been fully engaged.
Funded by the UK Government Conflict, Stability and Security Fund (CSSF), the aim of the project is to strengthen the capacity and oversight of public finances in the Overseas Territories. Following the launch of the project and PAC’s participation in the project, the Chair of Anguilla’s PAC, Mrs Webster requested support from a PAC Clerk from a devolved UK legislature to assist the Committee in progressing its strategic priorities. At last Tuesday’s PAC meeting, Ms. Webster commented on Ms. Wilson’s visit stating:
“I am thrilled to have Lucia with us here in Anguilla. This attachment has set in place a sound basis for a supportive working relationship based on mutual learning that I know will have lasting benefits for the PAC in Anguilla.”
Ms. Wilson’s attachment is one of a series of activities to provide expertise and mentoring support to the PAC in its oversight of public finances in Anguilla. While there is naturally no “one size fits all” approach to the development of PACs, the attachment is providing an unique opportunity for both Clerks from Anguilla and Northern Ireland to share good practice, look at similarities and identify new ways of improving processes for public finance oversight and scrutiny that ultimately reflects the needs of PAC in the House of Assembly.
To this end Lucia has been providing practical day to day support to Lennox Proctor, Clerk to PAC in the House of Assembly. Having met with the Chair and members of the Committee several times, it is hoped that Lucia’s “hands on support” and expertise will help to strengthen the capacity of PAC. In addition to general guidance, Lucia has been helping the Committee to establish effective processes for conducting inquiries from preparation through to follow-up of and assisting with the development of what will be a very busy work schedule for the Committee in the coming months.
