Take a look a the site (judgement) below as it gives a good insight into the corruption and stealing that is going on in the Anguilla banking system and the involvement of their Financial Services Commission.
The NBA PB&T Depositors funds were illegally taken from their accounts by the NBA and ECCB, and given to the NCBA to prop up the local bank accounts, thus allowing the local Government and the British Government to save face!
