The Department of Youth and Culture (DYC) and the Anguilla Community College (ACC) signed a Memorandum of Understanding (MOU) on Tuesday 20th December 2016 in a ceremony hosted by the Anguilla Community College and attended by representatives from both institutions. The Agreement is designed to further strengthen and formalise the corporate partnership between the two entities.
Permanent Secretary within the Ministry of Social Development, Mrs. Chanelle Petty Barrett and Mr. Rodney Rey, Chairman of the Board of Governors of the Anguilla Community College signed the agreement on behalf of the Department of Youth and Culture and the College respectively.
Permanent Secretary, Mrs. Petty Barrett, thanked and congratulated the technical staff from both entities for their work on the agreement. She lauded the agreement for the level of collaboration envisioned between both entities and the existing initiatives and programmes that will be strengthened and the new programmes that will be initiated as a direct result of the agreement.
PS Petty Barrett also recognised those who will ultimately benefit the most from the agreement, Anguilla’s youth, youth service organisations, artists, cultural practitioners and vulnerable residents in our communities.
Chairman of the Board of Governors, of the Anguilla Community College, Mr. Rodney M. Rey, expressed his delight to be signing the MOU with DYC.
“On behalf of the Board of Governors of the ACC, I am very delighted to be signing this MOU with DYC. This MOU places the focus of the ACC in the right place, that is, community empowerment through the enhancement of our human capital via the education and training of our youth, particularly those who have been marginalised by society and are deserving of a second chance.”
The DYC has agreed to recognise the ACC as the “preferred provider of educational products, training and facilities for the DYC. We applaud this recognition and wish to emphasise that ACC is for ALL Anguillians and residents, and we stand ready to meet their education and training needs. We pledge to honour our obligations under this MOU as we work together for the common good – the development of our homeland, Anguilla.”
AREAS OF AGREEMENT INCLUDE:
? ACC recognised as the “preferred provider” of educational products, training and facilities to DYC clients and staff.
? Use of ACC Facilities and resources by DYC.
? Tuition Rates, Administrative Fees for CSEC, CAPE, BTEC and Degree Programmes.
? Staff Development and Training
? Specialised Training for DYC Clients, Boards of Directors for Centres and Youth Service Organisations.
? DYC to outsource continuing education and training components of various programmes administered by the department to ACC.
? Promote ACC’s products and services to DYC’s clients and provide access to ACC personnel to do the same.
? Compensate ACC for all services rendered to DYC’s clients and staff, in a timely manner and consistent with the rates outlined in this agreement.
? Facilitate staff sharing arrangements to accomplish shared goals.
? Launch a national literacy, numeracy and ICT training programmes in youth development and community Centres (to target young people without functional skills in literacy, numeracy and ICT).
