Works to remove the wreck “Mr. Ted” from the beach at Road Bay commenced on Saturday 16th April 2016 under the supervision of the Ministry of Infrastructure and the Anguilla Air and Seaports Authority. The relevant regulatory agencies have also been involved in the work plans.
This project entails the removal of the wreck from its current location and its disposal. The vessel “Mr. Ted” owned and operated by Mr. Leopold Woods was beached in 2008 during the passage of Hurricane Omar and the GoA assisted in the re-floating/salvaging of the grounded vessel. “Mr. Ted” was again beached to its current location during Hurricane “Earl” in 2010 and has remained there until the present.
In 2015, the MICUH in conjunction with AASPA and other stakeholder ministries in Government conducted a risk assessment and it was determined that the removal of this vessel was an absolute necessity to safeguard the Road Bay Jetty amongst other assets.
The action plan for the removal entailed declaring the vessel a wreck as required by legislation and giving the current owner the first preference to remove it from its current location but this was not feasible. The MICUH through a committee then sought to secure a suitable contract to undertake the works in a safe and sustainable manner. An agreement was reached with Mr. David Lloyd to carry out the works as a sole source contractor to offer services for the provision of a barge which was at the time carrying out works on his behalf.
Special attention is being paid to the environmental and operational issues associated with this project in order to minimize any negative impact on the marine environment. On completion of the disposal of ‘Mr Ted’ the contractor will commence the installation of the Navigational Aid Light at Anguillita which seeks to aid vessels navigating the waters around western tip of Anguilla.
