There was an early presentation of the 2014 Appropriation Bill 2013 incorporating the estimates of expenditure and revenue to finance the public services of Anguilla for the coming year ending December 31.
The Budget Address had as its theme: “Cautiously Optimistic – Strengthening our Resolve to Rebuild our Nation”. It was delivered on Thursday afternoon, December 12, by Chief Minister and Minister of Finance, Economic Development, Investment, Commerce and Tourism, the Hon Hubert Hughes. The presentation was made in the presence of a number of specially-invited guests from the public and private sectors.

Recurrent Expenditure for 2014 is estimated at EC$183,246,443 which falls below the 2013 figure of EC$185,520,019. Recurrent Revenue for 2014 is projected at $183.4 million, providing for a modest surplus. Capital Expenditure is at $40, 492,326.

Part 1 of the summary of appropriations ofRecurrent Expenditure shows the following:

HE The Governor Office: $25,704,436; Ministry of Home Affairs, Lands, Physical Planning, Environment, Agriculture and Fisheries: $12,283,648; Ministry of Finance, Economic Development, Investment, Commerce and Tourism: $60,957,715; and Ministry of Social Development: $70,847,017.

Part ll: Capital Expenditure shows the following appropriations:

HE The Governor: $250,000; Ministry of Home Affairs, Lands, Physical Planning, Environment, Agriculture and Fisheries: $700,000; Ministry of Social Development: $21,171,903; and Ministry of Infrastructure, Communications, Utilities and Housing: $9,487,602.

As mentioned above, the total capital expenditure for 2014 is estimated at EC$40,492,325. This is an increase over the 2013 figure which was $28,910,821.

The total recurrent and capital expenditure for 2014 is $223,738,768 compared with $214,430,840 in 2013.

The budget debate is expected to commence on Tuesday, December 17.
