The EXCO retreat was designed as a working session in which each section of the Masterplan was presented. The consultants’ team leader, Dr Philip Heneghan, detailed the rationale and implications of each recommendation.
Individual team members responsible for Access, Human Resources development, Marketing and Product Development, gave individual presentations and answered questions on the various aspects of the plan.

“The fact that the Government of Anguilla convened this extra-ordinary session of the Executive Council, speaks to the importance which is attributed to this plan. A plan which when implemented, would impact on the lives of everyone living in Anguilla”, commented Hubert Hughes, Chief Minister and Minister of Tourism.
ExCo discussed the matters related to the successful implementation of the Masterplan including the financial, technical and Human Resources which would be required as well as the timeframe for implementation.

At the end of the retreat, Dr Philip Heneghan performed the ceremonial handing over of the Masterplan document to the Hon Chief Minister and His Excellency The Governor.
A summary document of the plan will be made available to the public, when its release is approved by the Caribbean Development Bank, the agency which funded the preparation of the plan.
On Monday, October 3rd, the Masterplan Project Steering Committee, chaired by
Mr Stanley Reid, Deputy Governor and comprising the Permanent Secretaries, was also presented with and endorsed the recommendations of the plan.
