Tribute to Mr. Julian Harrigan Former University of the West Indies Representative, Anguilla

The University of the West Indies community and particularly the Open Campus (formerly the School of Continuing Studies and UWIDEC) wishes to express its deepest regrets on the passing of Mr. Julian Harrigan, outstanding public servant and scholar, on July 29, 2011.

Mr. Harrigan served as the University Representative in Anguilla for 17 years, from 1989 – 2006, and as Consultant to the School of Continuing Studies from 2006-2007. During his tenure, he was instrumental in introducing several UWI programmes to Anguilla including the ground-breaking Challenge Programme in 1991 and the Administrative Professional Secretaries Programme shortly thereafter. His commitment to education was seen in his dedication to, and passion for teaching. While serving as University Representative, Mr. Harrigan always sought to assist students and served as a Tutor for the UWI in several courses in the BSc Management degree including GT 423 – Elements of Public Administration and GT11A – Introduction to Politics. He was however a multifaceted person and willingly taught in several other areas or wherever the need was, as well as offering informal support to any student who sought his assistance.

Mr. Harrigan was also instrumental in the development of a physical Site for the UWI in Anguilla having ensured that the UWI always had a home upstairs the Public Library in the Education Resource Centre at no cost to the University. He oversaw the project to locate and establish the new University Centre at Queen Elizabeth Avenue, which was opened under his watch in 2000. Even when his formal relationship came to an end with the University in 2007, we could always count on him to provide us with guidance and advice on how to move the University’s mission forward in Anguilla.

Julian Harrigan was a pioneer, a man of vision and a dedicated educator. The University of the West Indies salutes his contribution to our development in Anguilla and to the furtherance of our mission through the establishment of the Open Campus for which he played a major role in its antecedents. We extend deepest condolences to his widow, Ellenita, and their children, to his extended family, friends and the people of his beloved country Anguilla. He will be missed but his legacy to the University will live on.
